REMINDER!! - IMPORTANT - DECEMBER CERTIFICATION NEWS

Please review an important message from Dr. John Keller regarding the December 1 Special Education Count found here. This message may be updated weekly so you may refer back each week to see any updates made. This information is also being shared out from the IDOE Special Education Department.

REMINDER: SPECIAL EDUCATION/SPECIAL PROGRAMS OFFICE HOURS FOLLOWUP

Yesterday (11/18/25) during office hours with school teams, IDOE and PSSP, we realized the PSSP integration with DEX had stopped working.  Shortly after that call, PowerSchool confirmed this with the following message:

The PowerSchool team looked into this situation. It was discovered that the integration stopped running late Friday night (November 14, 2025). Monitoring exists for the integration status and PowerSchool is looking into enhancing this service to make it more visible going forward. 
More research on the root cause is being conducted. The integration is now back on and running fine.

We are continuing to monitor this situation, and I expect to share the root cause with our school teams after I see it.  We have seen the count of valid records increase by about 2,000 since the integration was reinstated. This puts us north of 96% of last year’s valid numbers.

We will run our afternoon validation beginning around 4:00 as normal.  If you want to see the impact of your work more immediately, please work with your local data team to run a validation for your organization.

We are also working with PSSP to address the volume of conflicts showing in DEX which will likely only be resolved with a code fix by PowerSchool.  Letting you know this not to suggest you ignore your conflicts but to assure you we’re focused on this issue because many of these are not real (not legitimate).  More to come. Thanks for your partnership in this work.

Certification Starts: Wednesday, Dec 10, 2025 Beginning on this date to validate data, it is necessary to submit a Validation Request by navigating to the Certify Tab then locate the link at the bottom left of the page “Request Validation”.

REMINDER: EdData December Certification Dashboard IS AVAILABLE

The December Certification dashboard was made available Wednesday, 11/14/25. As with all dashboards, it is provided to assist LEAs with monitoring the number of Special Education records that have a certified status for the December 1, 2025 Special Education student count.

REMINDER: Office Hours for 2025-2026

Office hours sessions are currently being scheduled with specific topics and open forum sessions. Please refer to the Calendar on the Upcoming Events page in Knowledge Hub. Office Hours sessions are offered on Tuesday and Thursday on certain weeks to accommodate Business Owner sessions on specific data sets.

DEX DOs and DON’Ts

  1. DO edit the Student School Association record to create a single-day record where the entry/exit date is a date after July 1 and before the first day of the current school calendar.

    1. DON’T delete Student School Association (enrollment) records for students that were expected to enroll but did not.

    2. Deleting the Student School Association record leave other data that has been reported for the student but now has no association to the school, thereby leaving other records such as Special Education program records that cause conflicts with other schools

PowerUp Series with PowerSchool, December 9 at 1:00 pm EST

The DOE Office of Special Education, in partnership with Power School, will be hosting the PowerUp Series. The topic for December 9 is Progress Monitoring.  The engaging sessions are designed exclusively for Indiana educators and administrators to explore the latest features and processes in the new Indiana Special Programs platform. NEW: Office of Information Technology

Special Education Data Certification Begins Monday, Dec 15, 2025

The final data clean-up for the December Special Education Student count is upon us. Thanks to all who have worked collaboratively with us to achieve a complete count using the new IEP platform, which shares special education program records directly with IDOE. We have surpassed the certified count of students we had last year and continue to work with schools to resolve any lingering issues. We plan to open up the certification on Monday, December 15, and it will remain open through Friday, December 19. During this time, chief financial officers and superintendents will need to certify their special education data with digital signatures. If there are questions about data certification, please direct them to help.doe.in.gov.

The Office of School Finance will hold a Form 9 Office Hours to discuss any questions you have about the July to December 2025 Form 9 financial data submissions due by January 31, 2026. Please mark your calendars for 10am ET on January 13, 2026 – the link below goes directly to the Teams Meeting.

REMINDER: Count Day Reminder

Please see this memo regarding fall and spring count days for the 2026-2027 school year. As a reminder, students who are enrolled and expected to be in attendance are eligible to be counted on count day and thus count for ADM. School corporations and charter schools are expected to plan to conduct school on count days, so that there is a reasonable expectation that the students will be in attendance. Questions can be directed to schoolfinance@doe.in.gov.

REMINDER: Office of School Accountability

Synchronous and Asynchronous Instructional Days

As some schools are impacted by winter weather, we wanted to remind you of the state statute regarding synchronous and asynchronous instructional days. Per statute, schools may have up to three asynchronous learning days each school year. Schools are not limited on the number of synchronous days. Districts are also able to make days up in person using their built in snow days. To the extent a district cannot make up a day via asynchronous instruction (i.e., power outage, etc.), please let us know and note that in the request. REMINDER: Office of Assessment

REMINDER: Indiana’s New Good Cause Exemption Dashboard
A new public dashboard provides transparent reading data at the state-, corporation-, and school-level. In 2025, Indiana achieved an unprecedented nearly five percentage point increase in third grade literacy rates. Statewide, 73,500 of Indiana’s third grade students – or 87.3 percent – demonstrated proficient reading skills on the IREAD assessment. The new dashboard shows 2024-2025 IREAD pass rates for all school types, data on Good Cause Exemptions (GCE), and promotion status. REMINDER: Office of Student Pathways and Opportunities

The submission window for Alternative Education New Program Proposals for operation in the 2026-2027 school year that do not have a currently approved alternative education program is now open through March 31, 2026. The proposal link can be found here, under Documents and Resources. Currently approved alternative education programs that wish to establish a new alternative education program should consult with the IDOE’s Alternative Education Team for guidance. Contact IDOE’s Alternative Education Team with any questions.

RECENTLY UPDATED: DEX Reporting in Development - find the DEX Reporting in Development log in the Communications Hub. This log is provided to inform schools of items that are currently under consideration, approved for development, in development, or deployed to DEX.

Indiana Accommodation Update

IDOE has added an additional accommodation for the I AM assessment identifier = Alternate Tester with both short and long description = Alternate Tester. You should be able to locate this in your vendor environment.

This ‘accommodation’ is only required when a student who is identified as an alternate test taker DOES NOT have or require any of the additional assessment accommodations for I AM. If IDOE finds any other I AM accommodations the student will be flagged as an alternate tester. This ‘accommodation’ cannot be managed by each LEAs CTC within the assessment vendor’s software. This ‘accommodation’ will be managed by IDOE and add a flag or indicator to the student for an alternate tester identification when IDOE provides those student/enrollment files to Cambium. This ‘accommodation’ is not needed if other I AM assessment accommodations are provided directly from the school or from PowerSchool Special Programs.

Good Cause Exemption RESOLVED Issues

The following items are all RESOLVED concerns related to the GCE errors.

  • RESOLVED: GCE-1 (Special Education program missing) is triggering for school that does not ‘own' or report the program record. IDOE is looking across all LEAs for the active program.

  • RESOLVED: GCE-7 (Multilingual Learner program missing) is triggering for school that does not ‘own' or report the program record. IDOE is looking across all LEAs for the active program.

  • RESOLVED: GCE-8 is triggering when a student was enrolled in grade 3 in the 2025 school year and exited prior to March 1, 2025. (Students will now receive GCE-9 warning message)

  • GCE-8 is triggering for homeschooled students that receive SE services and have no IREAD test score for the 2025 school year. UPDATE: It is necessary to reach out to lschemel@doe.in.gov for assistance with resolving

  • GCE-8 is triggering for homeschooled students that are not receiving SE services but are dual enrolled in a public school. UPDATE: It is necessary to reach out to lschemel@doe.in.gov for assistance with resolving

  • RESOLVED: GCE-8 is triggering for single-day mobility records for students that are not enrolled in the current school year. UPDATE: NO GCE REASON IS NEEDED FOR THESE ONE DAY MOBILITY RECORDS.
