Data Submission Order Causing System-Wide Performance Issues:

We have identified the root cause of the recent 500 errors and system timeouts impacting statewide performance in the Data Exchange system, and we need your immediate attention and cooperation to resolve this issue.

Our investigation has confirmed that districts are submitting transactional records before the required foundational reference data has been established in the ODS. Transactional records are defined as records that have a foundational dependency. 

When transactional data arrives without its parent reference records in place, the system encounters foreign key violations, triggering a chain reaction of repeated retries, timeouts, and ultimately 500 errors. This sequence impacts not only the submitting district - but it also degrades performance for every school and vendor submitting statewide. IDOE is communicating with SIS vendors.
