How to Determine the LEA to Report Special Education Data
The school corporation, charter school, lab school, or nonpublic school reporting the Special Education Program Record to IDOE will receive the Adjusted Pupil Count (APC) funding.
IDOE guidance for reporting is the following:
Students on IEPs should be reported with a Special Education Program Record by the corporation, charter, or lab school with legal responsibility for the child’s Free Appropriate Public Education under 511 IAC 7-33-2(a). This is not necessarily the school educating the child. The school not legally responsible may keep an SE Program Record in its local SIS, but should not send that Special Education program record to Data Exchange (DEX).
Students attending a nonpublic school or homeschool, and receiving services from a public school corporation via a Service Plan under 511 IAC 7-31-1, should be reported with a Special Education Program Record by the public school corporation providing the services. The nonpublic school that is educating the child may keep an Special Education Program Record in its local SIS, but should not send the Special Education program record to Data Exchange.
Students being served by a nonpublic choice school via a Choice Special Education Plan under 511 IAC 7-49-4 should be reported with a Special Education Program Record by the choice school providing the services. Public schools should report the Special Education Program Record for any initial evaluations of such students (evaluation collection), but mark “Choice Voucher” as the Special Education Program Name so as not to create a conflict on the Special Education collection.
All Special Education Reporting regards the student’s status on the two annual count dates in December and April.
