ME has two different conflicts; One is on the SSA record where students reported by more than one EdOrg ID with the same or overlapping dates and both schools have primary 'true' will be in an enrollment conflict. One is on the SEORA record where students reported by more than one EdOrgID with the same or overlapping dates with primary responsibility of 'funding' and ADM types provided that do not include ADM 6 from one of the reporting EdOrgs will be an ADM conflict. Two EdOrgs cannot claim entire funding for a student. Only two EdOrgs may claim funding when one of them is claiming partial funding (ADM-6).
