How to Determine EdOrg Responsibility

To identify the primary responsibility of “Funding” or “Attendance”, all students enrolled and attending must have a Student Education Organization Responsibility Associations (EdOrg) record reported.

Primary Responsibility “Funding”:

  • Schools reporting students enrolled and attending for membership purposes

    • This includes students:

      • Dual enrolled

      • Transfer out (ADM 2)

      • Approved Choice scholarship

    • Primary responsibility of “Funding” requires one of the allowable ADM codes to also be reported

Primary Responsibility “Attendance”:

  • Schools reporting students enrolled and attending, but are not being reported for membership purposes

    • This includes students:

      • Non-Choice scholarship

      • Transfer in students (students reported as ADM 2 by another corporation)

      • Attending CTE/Career Center courses only and are not considered dual enrolled or expected to receive membership funding

      • Student who does not have legal residency in Indiana

      • PK student enrolled and attending

Additional Responsibility of “Accountable School” and “Corporation of Legal Settlement”:

  • All students reported with a Student Education Organization Responsibility Association record must also report two additional responsibilities:

    • Corporation of Legal Settlement (COLS); and

    • Accountable School

Students not reported with a Student Education Organization Responsibility Association (SEORA) record:

  • Students only enrolled for special education services

  • Students only enrolled for title services

  • Students only enrolled for special education evaluation purposes
